Regional economic landscape has undergone a significant change during the period of China’s last30years of rapid economy development. Regional economic differences have become a significant feature and unavoidable problem of China’s regional economic development. With the expansion of regional economic differences, regional industry structure convergence, local protection and inter-district market segmentation as well as urban and rural dual economic structure segmentation generate due to market failure. Regional industrial planning is a series of institutional arrangements formulated by Government departments to meet the needs of regional industrial development, which is a means of correcting market failures and government regulation, as well as an important safeguard to China’s regional economic health, stability and sustainable development. However, in the actual process of planning and implementation, there are problems such as blindness, arbitrariness and poor operability. The presence of these defects seriously affects the regional industrial planning role in guiding the development of regional industry, and greatly reduces the relevance and effectiveness of the planning, the reason of which is China’s theory lag in regional industrial planning and lack of theoretical support of systematic science. Therefore, the research to regional industrial planning theory and method based on the regional economic differences is a challenging, urgency and strategic proposition.Through literature searching and definition, the thesis discusses how to conduct a reasonable, effective regional industrial planning in conditions of regional economic differences from the following aspects. First of all, the thesis discusses about the correlation between regional economic differences and regional industrial planning, and then it puts forward two main lines of regional industrial planning with the decomposition of regional economic differences in industrial and spatial dimension, which are industrial structure optimization and coordinated development of regional industry. Secondly, the thesis uses dynamic decomposition technique to analyze the internal mechanism of the regional industrial structure adjustment in industrial dimension, builds a three-dimensional interactive model of regional leading industries selection according to regional association, the basis for industrial development and industrial development potential, and expounds the direction and path of industrial restructuring in an open area. Thirdly, the research builds up Multi-level space organizational mechanisms of coordinated regional development based on the decomposition of regional economic differences in spatial dimension. Then in the framework of this mechanism the thesis designs the dual implementation path, one of which is regional industrial productivity space layout strategy, the other of which is regional model and strategy of urban and rural coordinated development. Again, the study takes regional industrial planning system design as foothold, and analyze the organization mechanism of regional industrial planning, in other words it discusses the status and role of multiple subjects in the planning, and then distinguish the object of regional industrial from the broad and narrow angles; after summarizing regional industrial planning methods and traditional regional industrial planning drawbacks, the thesis puts forward the regional industrial planning model based on the regional economic differences; it also establishes the dynamic assessment model and framework based on regional economic differences. Finally, the thesis verifies the above theory through environmental analysis of the Binhai New area’s industry development, choice of Leading Industries, industrial development direction and industrial space layout strategy.
