The probability of the various risks are increased with the process of industrialization and urbanization, coupled with China’s growing aging, traditional rural land security and family security has rural urgent need to establish a truly modern sense of social security system, in order to resist risks, protection of normal life. On the one hand, because farmers do not enjoy the urban registration corresponding social security; On the other hand, for a long time the existence of land security, so that farmers still hard to cut with agricultural land between the association. China’s entry into the fast stage of urbanization, more and more obvious differences eastern and western cities, the urban-rural dual structure, Land Tenure and Rural Social Security System in rapid urbanization areas are increasingly uncoordinated. In this case, the conditional area can explore the promotion of agricultural land system and rural social security system reform, to study the interconnectedness between the Land Tenure and Rural Social Security System, helps to promote the coordination of the two, for the promotion of the rapid urbanization of urban and rural co-ordination of great significance.Around the system innovation, Wuxi City launched the "land for security" experiment. This is a systematic reform of the social security for farmers, rural land system in order to solve. The occurrence of "land for security" has certain social background, established to promote the rural social security system. The circulation of agricultural land has practical significance. Based on this, the corresponding policy recommendations are showed to promote the overall reform of the Land Tenure and Rural Social Security System, urbanizationThe paper is divided into five chapters. The first chapter is an introduction, mainly to the introduction of the overall situation of the article, to clarify the purpose and significance of specific content, literature review, methods and ideas, as well as the article of the innovation and disadvantages. In the second chapter the basic concepts and basic theory are introduced to the main concepts and basic theory. Chapter III is theoretical analysis of agricultural land system and rural social security overall change, using supermodel game complementary system, kinetic energy theorem, as well as to relax the constraints of the model describing the complementarity of the Land Tenure and Rural Social Security System. Chapter IV, Chapter V are empirical research to analyze the change of agricultural land system and rural social security system, revealing the historical changes in the system of agricultural land and rural social security the historical link of the system. Chapter VI is Suggestions. Based on the above, the corresponding policy recommendations to promote the overall reform of the Land Tenure and Rural Social Security System, urbanization.The main conclusions drawn by the paper are:China’s rural land system and rural social security system has systematic and complementarity; China’s rural land system and rural social security system as a whole has a stage of change; China’s rural land system and rural social security system overall changes with exploratory, locality; finally, the rural land system and rural social security system as a whole change current, must handle the rural land system and social security system in rural areas of emphasis, between good farmland system and rural social security system, to promote the two coordinated development.
