Evaluation of Implementation of Land Consolidation Planning in Henan Province

As the rapid economic and social development，China has entered the critical period ofindustrialization, informatization, urbanization, and agricultural modernization. The pressure ofland utilization increased gradually. The contradiction looms large in man and earth, resources andenvironment. Land consolidation is the important means of cultivated land protection and decreasethe pressure of land use. Land consolidation planning is the guidelines of land consolidation,which could ease the pressure of land use, optimize the structure of land use, increase theefficiency of land use. Hereby, Henan province began to work out the land consolidation planning,evaluate the land consolidation planning scientifically and roundly is benefit to organize the newplanning and pushing forward the land consolidation in effect.First of all, this article has researched the relational concept and the theoretical basis of evaluationof implementation of land consolidation planning. Then determined on the basis of theoreticalstudies of the principles of evaluation and research methods and explored the technical system ofevaluation of implementation of land consolidation planning. Next, according to the actualsituation in Henan Province, establish an index system including the implementation of theprogram, implementation of effective and social impact of land remediation of planning. Use themethod of AHP to determine the weight of index and use the comprehensive evaluation method ofutility functions to evaluate the implementation of land consolidation planning in Henan Province.Finally, made some advice based on the problems found in the preparation and implementation oflast planning. This paper obtain the following conclusions by the study：The objectives completion percentage of land consolidation in Henan is150.69%and it is variousin provincial cities. In the view of the target completion structural point, the completionpercentage of land development and land reclamation is352.35%and258.57%which had a bettertarget completion. But the target completion percentage of land consolidation is71.95%whichwas failed to achieve the objectives of planning. Henan Province achieved significant results inthe basic farmland protection, land consolidation project and the other land remediation projects.In the point of effectiveness of implementation of planning, the implementation achieved grainoutput reached16491600tons. The implementation of planning made the contribution to theadded value of the province’s per capita annual income of rural residents was28.30%and theaverage savings of2527.50yuan per hectare cost of agricultural production. The implementationof planning curbed the land erosion, land pollution, improved the greening rate, improved the ecological environment and achieved good results in the economic, social and ecological aspects.From the results of the comprehensive evaluation, the implementation of provincial citiesgenerally obtained good results. The results of evaluation for the excellent proportion accountedfor72.2%of all cities and the rest of the provincial cities as well. The results of the evaluation ofthe various provincial cities are different and the local economic development and topography andother natural conditions can’t be unrelated. From allover the province, the score implementation ofthe program is81, the planning and implementation efficiency score is82, the score of socialimpact is99and the comprehensive evaluation score is86.Whether it is at all levels of the score orthe comprehensive score are in excellent condition. This accounts the implementation of landconsolidation planning in Henan province is achieved very good results. The planning played therole of guiding land consolidation, improving the level of agricultural development.
