After stepped into the “Twelfth Five-year Plan” period, all big enterprises haveset their development strategic objectives for the “Twelfth Five-year Plan” period,once the strategic objectives are set, the corresponding strategic planning to beformulated so as to promote the achievement of the objectives. As a strategic link ofhuman resources management, to formulate a human resources planning will notonly help to formulate and implement the enterprise’s strategic planning, but alsoprovide correct human resources information for the decision-making by the seniormanagement of the enterprise.The research object of this thesis-Maoming Petrochemical, an enterprisedirectly subordinate to Sinopec Group which is one of the world’s top500enterprises, attaches great importance to human resources management. However, asan old state-owned enterprise with over50years’ history, Maoming Petrochemicalhas weak human resource management foundation. With the development strategicobjectives for the “Twelfth Five-Year Plan” period established, the primary task ofMaoming Petrochemical in human resources management is to develop a humanresources planning suitable for the enterprise from the strategic height of the futuredevelopment of the enterprise, to provide human resources support to the futuredevelopment of the enterprise.This thesis analyzes the environment of human resources planning and thecurrent situation of human resources of Maoming Petrochemical with the idea ofsystem science as the basis, human resources planning related theory as the guidanceand the development strategy of the enterprise as the foundation, and makes clear theprinciple of constructing the planning model, designs the process of human resourcesplanning model. This thesis analyzes the impact factors of human resources supplyand demand as well as structure forecast of Maoming Petrochemical based on theprocess, compares the methods of existing forecast model, selects the model methodwhich is most suitable for the reality of Maoming Petrochemical, constructs a gray multiple-variable forecasting model for human resources demand and structure anda Markov model for human resources supply forecast. With the three models as thecore, the enterprise development strategy as the basis and achieving supply anddemand balance as the objective, this thesis constructs the human resources planningmodel for Maoming Petrochemical.On this basis, this thesis forecasts the total human resources, employee structureand supply needed in the future development of Maoming Petrochemical byapplying the research achievements of the human resources planning model, andmakes comments and suggestions on achieving human resources supply and demandbalance. Finally, this thesis evaluates the results of planning forecast and comes tothe conclusion that the method is feasible.The research results of this thesis can provide decision-making support to thehuman resources management of Maoming Petrochemical, and provide reference forfurther developing human resources specific plan.
