The company gradually aware that the sector performance assessment exists many problems, so in this situation, It is necessary to design a set of scientific and reasonable department performance evaluation system, which can fight the intense environment and accord with the actual situation of Zhang jiajie tobacco company, meanwhile it can provide reference for the industry.The passage understands Zhang jiajie Tobacco Company the current department performance evaluation system through interviews, questionnaires and other methods and finds out the problems in department performance evaluation system, like Single target, nonscientific assessment index, results using single and so on, and analyzes the specific reasons in view of these problems. On this basis, with the help of the Balanced Scorecard and key performance index method, from the actual situation of the company, construct performance evaluation index system four management department financial departments, audit department, personnel department, information center and logistics center, marketing center, tobacco production department, Monopoly supervision management department respectively from the finance、customer internal process、learning and growth four aspects. In the end, according to the expert interview method and analytic hierarchy process to determine the weight. Finally, the paper compares the old and new departments performance evaluation index system, puts forward a proposal of implementing steps and security,and summarizes the innovation point of this paper and the direction of future research.
