At present, human resource management outsourcing is becoming the fastestsegmentation among all kinds of outsourcing at a dramatically speed. In enterprise, theinternal human resource management department is gradually changing from officialmanagement and functional management to strategic management. In the process, humanresource management outsourcing is playing an important driving role. Human resourcemanagement outsourcing guides the development direction and optimizes the managementprocess of human resources management.At present, more and more companies are confronted with the problems of humanresource management outsourcing decision. Based on this, first the thesis summarizes theconception of human resource management outsourcing, defines the differences andconnections among service outsourcing, business processes outsourcing and human resourcemanagement outsourcing, and then introduces respectively the background of human resourcemanagement outsourcing, analysis of advantages and ventures, and represents theories ofhuman resource management outsourcing from management and economics, next summarizeshuman resource management outsourcing decision models existing at home and abroad andon this basis to construct human resource management outsourcing decision model which arecomposed of forward-fulfillment and backward-feedback processes. The forward-fulfillmentprocess is that distinguish model from outsourcing or not, estimate model from the prioritiesof outsourcing content, choose model from outsourcing services, evaluate model from thecooperative effects between companies and outsourcing services, and analyzes them bymethods of AHP, Fuzzy Comprehensive Evaluation, BP Neural Network Algorithm and GrayClustering Comprehensive Evaluation. In the backward-feedback process, it represents possibilities in particular. These two processes made the total human resource managementoutsourcing decision process more integrated and systematized, Moreover, in the part ofoutsourcing contents this paper presents two new outsourcing forms: the E-mail outsourcingand document outsourcing.Last, it takes T-company as an example to validate the human resource managementoutsourcing decision model, verifies its correctness and scientific by computing the actualdate, analyzes the reasons for ultimate results, and puts forward the feasible suggestions andsolutions.
