As is known to all, in the development of our country’s economic construction, thestate-owned enterprise is a key enterprise in economic development, which lies in thedominant position, and which is the decisive factor of nature in our society. As a pillar ofthe national economy, large and medium-sized state-owned enterprises are the core. Itaffects China’s comprehensive national strength in economic, political and social allaspects of life. Therefore, in order to improve our country in the internationalcommunity’s position, strengthen our country’s comprehensive power, realize humanresources power, it must pay great attention to the large and medium-sized state-ownedenterprises for human resources development research.This article have a comprehensive system of research about large and medium-sizedstate-owned enterprises in China human resources development through the reference ofmanagement theory, and combining with practice.This paper explains the concept ofhuman resource development, then analyses its connotation, characteristics andsignificance, and on this basis to further the concept, achievements, existing problemsand the reasons of the problems occured in detail of large and medium-sized state-ownedenterprises in China human resources development, and finally pointed propose theimprovement measures and methods. In the process of human resources development inlarge and medium-sized state-owned enterprise, the usual problem existed basically isunderstanding limit of enterprise ideological, too little investment on human resourcesdevelopment, and the mechanism system is not perfect.The core of the problem ismainly due to the influence of our traditional planning system, although our country hasbegun to enter and adapt to the development of market economy rules, but because of theinfluence of traditional,and the position of the state-owned economy,large andmedium-sized state-owned enterprises come across the difficulty of the change which isso big, the path of reform is so long, but our country have realized it,which means thatthe situation is getting change.This paper argues that China’s state-owned large and medium-sized enterprises must attach great importance to the development of human resources and the importance of thecorrect understanding and understanding education training, vocational training and thenecessity of the national policy support. They should find the suitable way of humanresource development from the specific development method, and finally achievemaximize utility win-win goals between enterprise and human resources.
