High-mix low-volume manufacturing enterprise is mainly refers to that cater to abuyer’s market, by providing personalized service to improve the competitiveness ofenterprises. Research and development of the type of high-mix low-volumemanufacturing enterprise undertake development design and production of projects.The function structure and performance of product have special requirements, at thesame time products have characteristics such as more kinds of products with lessdemand of production, the higher cost of the development and production and so on.Part of the enterprise undertake the projects that their achievements belong tomilitary products. Set up with the management mode of operation in line with thetype enterprise characteristics and project characteristics, is an effective way toguarantee enterprise with high quality and low cost as the goal to complete theproject, and the key to increase customer satisfaction and promote the enterpriseimage and the influence.The article chooses Hit Equipment Manufacturing Center (EMC) as a object,through to the analysis of the requirements of the projects and characteristics of themembers, according to the characteristics of different types of projectorganizational structure, basing on matrix model of project organizational structurebuilts organizational structure of EMC, and in the analysis of the overlappingrelation of project and responsible persons and the overlapping relation ofresponsible persons, establishes the responsible persons relation matrix, to solve theproblem about information resource allocation and tracking management ofresponsible persons. Through to the analysis of military specifications qualitymanagement system requirements, the article puts forward and establishes3dmapping relation of project management system, military specifications qualitysystem terms and project the mapping of product realization process, and based onthe mapping relationship and the organization structure of the EMC, though toapplication of the project management knowledge and modeling method of IDEF0,the article establishes project management function model and the complete andsystematic process and method of the military specifications quality systemimplementation. And then based on the function model, in analysis of each objectterms of military specifications quality management system, the article designs of3d mapping relation of project management system, the product realization processand military specifications quality system to provide model basis for designing themilitary specifications quality system information management system. According to the project management function module through to designing business processmodel, the article set up the standard operation mechanism of EMC under theguidance of project management system, to provide the design of business logiclayer for the construction of the information management system, and uses IDEF1Xmodeling method to establish information model base on the business processmodel as the support model of the operation of the EMC and the basis of thedatabase design, at the same time lay the foundation for the realization ofinformation management of EMC. This article belongs to top design of informationmanagement system of the EMC, through the establishment of managementinformation system to implement the military specifications quality system with p6and production information management system with MS Project to complete thedesign validation.
