China Telecom as one of the main force of the telecommunications industry, plays animportant exemplary and leading role to the rapid developing economy of China. Along with therapid development of3G industry, there are full of opportunities and challenges in themechanism of strategic and environment in China Telecom. The improvement of itscompetitiveness is not only conducive to promote their own market economy status, but alsoaffects the development tendency of the entire national economy to a certain extent. A perfectperformance evaluation system will promote the benign development of the trends of telecom,But under the new strategic background, the intrinsic company performance evaluation systemhas not fully adapted to the characteristics more or less, Therefore the performance evaluationsystem needs to be improved, so as to better reflect the real performance of telecomcomprehensive.This paper,on the one hand, first combined with the theory of literature stated andsummarized the performance evaluation of China Telecom Corp, on the other hand, analysis theexistent shortages of the existing balanced score card system in the practical applicationcomprehensively, shows the importance and meaning of this research. At the same time,According to these defects, the original system of balanced score card can be improved andoptimized, from the financial, customer, internal communication and coordination, public interest,and learning and growth,the six dimensions to reconstruct the performance evaluation system oftelecom company, it makes the advantages compared with the original evaluation systemProminent.Secondly, this paper finds out the main factors that influence the performance of thetelecommunications company through constructing the improved balanced score card system, andfinds out the key evaluation index. At the same time, the dynamic evaluation of the telecomcompany performance can be estimated by using the basic principles of extenics and improvingthe shortcomings of traditional evaluation methods.Finally, through specific case of China Telecom HZ telecommunication branch company,According to the principles of extenics and improved balanced scorecard system to illustrate itsperformance, demonstrate and test the rationality and usefulness of the model.
