The Empirical Study of Export Trade and FDI Affecting the Independent Innovation Efficiency of China’s High-tech Industry

Innovation is the driving force of social development, also the main feature ofthe recent phase of economic development in China. In recent years, as the mainpromoters and practitioners of technical innovation, the development process of thehigh-tech industry presents two significant features: first, the foreign proportiongradually increased; Second, the export-oriented increasingly evident. Therefore, tostudy the impact of the export trade and foreign direct investment on the independentinnovation capability of the high-tech industry has important practical significance.Combined with current situation, this article is based on the dynamic panel dataof15high-tech industries during period2000-2010. It attempts to study how theexport trade and FDI affect the innovation efficiency of China’s high-tech industry.The main conclusion is that:Overall, the innovation efficiency of China’s high-tech industry should be furtherimproved, and the level of industrial innovation is very unstable. The efficiency ismainly pulled from scale efficiency, that is relied on the scale economy to enhance theeconomic efficiency. Pure technical efficiency makes smaller contributions, so theindustry has large space to improve the innovate efficiency. On the other hand,innovation efficiency varies between foreign-funded enterprises and domesticenterprises. Due to the technical advantage, pure technical efficiency offoreign-funded enterprises has obvious improvement. However, with the increasingnumber of domestic enterprises, the market is squeezed, causing the scale efficiencydecreased. Domestic enterprises are on the contrary. The innovation efficiency ismainly pulled from scale efficiency, but the real impact of technical innovation is verytiny.Based on the measure of the innovation efficiency of China’s high-tech industry,the paper further use multiple regression models to explore the impact of export tradeand FDI on technical innovation. Obtained from the different effects of the twoaspects of the industry, the overall level of innovation on domestic enterprisesindependent innovation efficiency mechanisms makes relevant conclusions:Export-oriented characteristics of the entry of foreign capital objectively promote theefficiency of the overall innovation. But the spillover effect is mainly confined to theforeign-funded enterprises, the spillover effects on domestic-funded enterprises is not significant. The inputs play a significant role in promoting digestion and absorption offoreign advanced technology from the overflow of the export and FDI.
