China’s cities of Guilin and Huangshan have implemented the strategy of "tourism setting up city" and led to the development of related industries, and achieved the effect of benefiting the city by tourism, and promoted regional economic development.Qinhuangdao City is rich in cultural and natural tourism resources, excellent regional location, plenty of tourists, mature travel market reception capacity,which provides the unique advantage for Qinhuangdao City to build up the city by tourism."Tourism setting up city " is not only the inevitable result selected by the external environment and of internal conditions of Qinhuangdao City but also the objective demand of urban and economic development.But at the same time we should also see Qinhuangdao City "build up the city "strategy is also facing many problems:negative factors such an a lack of scientific planning of tourism construction and development, the obvious slack and peak seasons of tourism, tourist traffic bottleneck, the lack of high-quality tourism services and management, lack of competitiveness of tourism enterprises and tourism brand and so on, has limited the development of the tourism economy in Qinhuangdao City. Therefore comprehensive dynamic understanding of Qinhuangdao tourism development in recent years, analysis of the problems facing tourism development in Qinhuangdao City, explore practical countermeasures to build up the city by tourism "strategy is particularly urgent with important.From October2009to July2010, through questionnaires, interviews, literature collection, the author surveyed the situation of Tourism industry, enterprises and related industries in Qinhuangdao City "during the11th Five-Year plan, based on the use of SWOT, analyses the strategy advantages, weaknesses, opportunities, threats, and raises the implementation of the strategy of the building up the city of Qinhuangdao City by tourism, Qinhuangdao City building up the city strategic responses.The strategies are, to raise the level of tourism planning, to establish the concept of "tourism"; to change peak and slack differences for four seasons travel; to strengthen the construction of tourist facilities, to increase tourism resources and development efforts; to strengthen tourism transportation construction, to improve traffic operating capacity; to improve tourism services and management level; to adjust the structure of tourism products, to foster tourism brand; to strengthen tourism and cultural connotation construction, to raise tourism overall marketing level and make city of Qinhuangdao the first-class tourist coastal city in China and world famous as well.
