Nowadays, the market-oriented economy is credit economy. A sound credit informationsystem can optimize the financial ecological environment, and increase the credit investment,as well as boost the development of the economy. After20-years unremitting efforts, thecredit information service has made a great stride, and the corporate credit information systemand personal credit information system are preliminarily established, which contain relativelycomplete data and have far-reaching social impacts. However, according to the particularity ofthe Chinese rural society, it is difficult for these two systems to comprehensively cover thecredit information of peasant household which is the main body of China’s rural credit market.Peasant household is the basic unit of production and consumption, and it is not only purelynatural persons, but also the aggregate of the family members, which makes it differs from thefamily farms in western countries. In western countries, the family farming is actuallyequivalent to the form of the corporate. Therefore, in the light of the difference among thepeasant household, corporate and personal credit information, this paper submits to establish apeasant household credit information system besides the corporate and personal creditinformation system.From the views of credit information, this paper theoretically analyzes the deeperreasons why it is hard for the peasants to get loans from banks, and clarifies the importanceand necessity of establishing a peasant household credit information system. On the basis ofthe analysis of the credit information mode and main features of the western credit countries,this paper considers the mode of the peasant household credit information system should begovernment operation, independent system and separate network. Meanwhile, this paper putforward the idea of how to construct the framework of the peasant household creditinformation system in our country, and study the practical ways to realize it, illustratingMaoming as an example, which first initiated the “Credit Town” in China.
