In the era of knowledge economy, knowledge has become the most important resource for regional competition. A region is not independent existence, but at a certain network, that adjacent or non-adjacent regions, universities, other countries flows and absorptive each knowledge, achieve mast the ability of technology. Knowledge spillovers is an externality, which knowledge owners inadvertently knowledge spillovers to the outside world, while the recipient to acquire knowledge and develop their own knowledge integration of new knowledge, but did not give knowledge of innovators to compensate or less than the cost of knowledge creation. The characteristics of knowledge decide it can’t be monopolized by producers of knowledge. From this perspective, knowledge spillovers can improve social welfare. So how to make better use of space knowledge spillovers becomes a serious problem. In this paper, we take our country’s30provinces (because some data in Tibet’s are incomplete, so omitted) as the study object based on regional absorptive capacity perspective, research knowledge spillovers factors, divided into three parts to quantitative analysis. The first part is a measure of regional absorptive capacity analysis, mainly quantitative research China’s provinces and autonomous regions on the absorption capacity by constructing a measurement indicator system, to reveal the absorption capacity of the current situation in the provinces; The second part is a measure of spatial knowledge spillovers, mainly through Griliche-Jaffe knowledge production function to construct a theoretical model of knowledge spillovers, Use space panel model estimation method parameters to measure the regional spatial knowledge spillovers; The third part is the mechanism for knowledge spillovers analysis, that our country30regions will be divided into eight economic zones, Introducing geographic centroid,use space panel models and stepwise regression methods, study the technology gaps, knowledge gaps, the spatial distance, the absorptive capacity of the recipient and the overflow side ability to control these five factors of knowledge spillovers to analyze their impact on the knowledge spillover effect is the resistance or power, hoping for a better use of space knowledge spillovers provide a reference.Results of this study indicate that:1. During2003-2011the absorptive capacity of the provinces show significant regional differences, the highest eastern region, followed by the central region, the western region minimum;2. The spatial knowledge spillover effects just like the absorptive capacity, showing significant regional differences, the eastern region of knowledge spillovers absorb most, followed by the central region, the western region the lowest;3. For knowledge spillovers factors, studies have shown that recipient absorptive capacity for knowledge spillovers have a significant and robust role in promoting knowledge spillovers, the knowledge gap and overflow party control capabilities for knowledge spillovers have a significant and robust impediment, spatial distance on knowledge spillovers has significantly inhibited but not robust technology gap of knowledge spill had no significant effect.
