In the new historical period with the country vigorously develop strategic emergentindustries, and the contribution of national defense scientific research institutes has risenincreasingly for the economic and social development. In order to improve the scientificresearch resource allocation and scientific research management level, and strengthenindependent innovation and technological progress, it is necessary to implement theperformance management in national defense scientific research institutes. In this article,integrated balanced score card and performance management of national defense scientificresearch institutes are combined to study and design the practice method of strategicperformance evaluation indicators system.When set up the performance evaluation indicators system need a bold and stronginnovation due to the characteristics of the public property of national defense scientificresearch institutes and high complexity, multi-objective and long periods of scientificresearch work. On the base of correlative theories about integrated balanced score card,stakeholders, analytic hierarchy process and key performance indicators, this article studiesthe performance evaluation model with fulfill social responsibility as a guide andknowledge-based labor as the principle place, elaborates how to apply integrated balancedscore card to build the thought and method of performance indicators system. Thencombined with performance evaluation system practice case of one institute, thereby thefeasibility and rationality of the performance evaluation applying integrated balanced scorecard of national defense scientific research institutes in practice is proved.With considering the particularity of national defense scientific research instituteorganizations fully, this paper uses sociology and management theory, then studies andbuilds a scientific method of performance evaluation indicators system to adapt to thecurrent national defense scientific research institutes. In order to improve the strategicimplementation, operational efficiency and researchers’ enthusiasm of national defense scientific research institutes, also conductive to the funds and a more reasonable researchers’allocation and born with innovation breakthrough scientific research which improve the corecompetitiveness for national defense scientific research institutes overall.
