Civil servants, as the executor of the party’s line, principles, policies and state laws and regulations, take on signify responsibilities of planning, organization and leadership to carry out the modernization of china. Construction of high-quality, professional civil servants is a response to international and domestic developments. Civil servants Professionalization include professional qualifications, professional attitude, professional ability, professional conduct, professionalism and ethics, and as institutions, ideology, management systems and self-cultivation are in urgent need to improve. Strengthening the construction of institutions,the scientific classification management, promoting institutional innovation, creating a good environment and culture, promoting the spirit of civil servants, proving the daily management and to improve civil servant’s own professional level are the ways to enhance the level of civil servants professionalization of china.
