Along with the State intelligent grid development strategy to determine, its critical infrastructure intelligent meters has become the start-up projects of the intelligent grid development. In addition, in accordance with their own needs, the State Grid Corporation of China also developed and launched a series of technical conditions and norms, which are line with China’s national conditions. This report will main describe one kind of intelligent charge control energy meters with wireless communication capabilities, this meters has measurement functions, and also has collected data, two-way communication, remote pre-paid power failure monitoring, tamper monitoring, control user equipment, remote maintenance upgrading and other functions. Its continuous communication function can be used in real-time monitoring of power systems, and can be used as demand-side management interface, thus to achieve real-time on the demand-side management operations.This paper first describes the background of the development of smart meters, and then describes the specific designs of the remote pre-paid and communication unit parts. The paper proposed and designed the smart meter which has wireless communication capabilities and ethernet communication capabilities, this meter including the measurement unit and the communication unit. As the measurement unit, it is mainly responsible to measure; and to store, statistics, analysis a variety of measurement data; to analysis the status of electricity on-site records. As the communications unit, is mainly responsible for the power companies to interact with smart meters and smart meters with user interaction.Users can access the smart meters within the web server, access to the meter of the statistical information to understand their habits.The power company’s interaction with the smart meters the main channel through GRPS,smart meter to respond to issue various commands the master station.Meanwhile, it is also responsible to implement the meter real-time monitoring, and notify the main station all incidents alarm promptly. As the Communication unit, the AT91SAM9260’S ARM9 platform of ATMEL Corporation and the MC55 communication module section of Siemens Corporation and Ethernet chip DM9161 are chosen as the hardware platform, and VxWorks opertating system, known as the stability and real-time system, is chosen as the software platform.Because of the remote wireless communication capabilities, it makes it possible to achieve remote pre-paid. Otherwise, in order to ensure the security of communications, it embedded ESAM (Embedded Security Access Module) in the energy meters, use ESAM to complete the safety certification and data encryption with the encryption machines of main station, thus to ensure data integrity and security.Lastly, the report made a vision to the development of the intelligent energy meters, the development of communication technique will continue to innovate the application mode of intelligent energy meters.
