The Construction of the Evaluation Model for Tea Industry Competitiveness

The China’s tea industry is in steady development. National development plan included tea industry. In August 2002, the“Agro-industrial development action plan”was launched, which Proposed processing industries of nine advantaged agricultural products would be built and tea processing was included; in October 2008, the" CPC central committee on rural reform, development of several major issues" had been passed in the third plenary session of the party’s 17, and tea was took as the main agricultural products of agricultural development; in 2009, the "tea edge district development plan" was formulated. Driven by the central, Zhejiang, Yunnan, Sichuan, Fujian, Hunan, Guizhou and other provinces had made the local tea industry development plan, took the tea industry as a pillar industry of local agriculture, and increased support to the tea industry, encouraged business to invest tea industry. In this background and practical framework, the study also highlighted the major practical significance of the development of China’s tea industry. Overlooking the researches of the tea industry, the majority of that provided technical, policy recommendations for the development of tea industry. In the study of tea industry competitiveness discourse, qualitative analyses of factors of the competitiveness of the tea industry were provided. But competitiveness evaluation index system was not formed, neither the competitiveness evaluation model of tea industry.On the background of the current development of tea industry, the research tried to construct the evaluation index system model of competitiveness for the domestic tea industry. The answers about China’s tea industry and the key factors in the competitiveness, and how to assess their competitiveness were given. On the basis of existing research results, this paper has made exploration in the following areas:1. On the basis of the analysis of the characteristics of tea industry, this paper made depth study of classical theory of the competitiveness, such as, Theory of Comparative Advantage,Porter’s theory of competitive, core competence theory. Also, the important guiding role of these theories in the tea industry competitiveness evaluation had mentioned.The shortcoming of directly application of these theories to tea industry had provided. and further summarize the formation mechanism and the tea industry may affect the competitiveness of tea industry important factors. In the end, we concluded the formation mechanism of the tea industry and the important factors of competitiveness.2. The questionnaire and statistical analysis method had been used in this study. The main factors of the competitiveness of tea industry had been summed up as 3 First level indicators including the tea industry resources, , tea industry structure and competitive environment, and 11 secondary indicators index system including natural resources, cultural resources, management of technology, scale, market concentration, entry barriers, organizational behavior, industrial status and industry policies. Then the questionnaire survey and statistical validation of the evaluation index system were conducted to evaluate its reliability, validity and the index of the correlation coefficients. The results showed that the index α-coefficients ranged from 0.702 to 0.821. And the load factor of each index coefficient was above 0.43. the total variation of first level indicators were more than 50%, and the correlation coefficient among the secondary indicators index system were at a low level (less than 0.4), indicating that the index system was feasible.3. On the basis of the index system, tea industry competitiveness evaluation model had been constructed using factor analysis. And the model had used to evaluate the competitiveness of 14 counties included Songyang, Wuyi, Changxing, Pan’an, Jintan, Guichi, Lujiang, Qimen, Fuding, Jian’ou, Lichuan, Yidu, Wuyuan, Linxiang. The results showed that tea productions of Fuding and Wuyuan counties were in the most competitive; Wuyi, Qimen, Changxing, Songyang tea industry more competitive; tea industry of Panan, Jian’ou, Lichuan and Linxiang medium; tea industrial competitiveness of yidu, Jintan and Chizhou were relatively low. The results coincided with the actual situation. It further verificated that the scientific, rational and practical of the three factor model of the tea industry competitiveness.
