The effectiveness of environmental policy

It is a fact that there have already existed a large number of environmental policies in reply to the environmental destruction in China. On the ground that the environmental policy is part of the public policy and with its universality, to examine its problems in a systematic manner from the perspective of public policy may contribute to its enhancement. Therefore, based on the theory of public policy analysis and the instance of total amount control policies towards water pollutants in Ouhai District, this dissertation not only deals with the demonstrative analysis of the policy, the problems accompanying its enforcement and the exploration of their underlying reasons, but also tries to probe into the systemic deficiencies and the factors related. Moreover, some countermeasures as to the perfection of the total amount control policies towards water pollutants are also suggested.
