With the rise of China's rapid economic development and international status , \Confucius Institute is drawing on the basis of some well-known foreign language and culture promotion agencies , non-profit educational institutions established overseas to teach Chinese language and for the purpose of spreading Chinese culture . In early 2004 , the State Council officially approved and promulgated the \In November of the same year , the world 's first Confucius Institute was set up in Seoul, South Korea , China marked the first real sense of the birth of the international promotion of Chinese machine . The Confucius Institute is a symbol of China's education to the world , to enhance China's soft power has played a positive role can not be overlooked . For example, it accelerated the spread of Chinese language and culture , rich form of cultural diplomacy , promote healthy competition in the international soft power , as well as to improve China 's national image . Despite the momentum of development of the Confucius Institute is gratifying , and its positive impact on the international mainstream media has also been fully affirmed , but it exposed some of the problems and shortcomings but we need to seriously be addressed . For example, in terms of soft power , some countries of the Confucius Institute there are some doubts and misunderstandings , the Confucius Institute in the development of fast also brought some of the adverse effects of Confucius Institute ; process of running , gradually revealed some disadvantages , such as teacher lack of strength , lack of teaching methods and teaching materials as well as cultural resources have not been fully transformed . In view of this, in addition to try based on some specific response to the specific issues , but also combines some of the successful experience of foreign language and culture promotion agencies , boldly put forward some of their suggestions and ideas , and hope to be able to provide for the future development of the Confucius Institute useful reference value.
