With the development of society, about how to enforce the publishing industry regulation becomes an inevitable discussion topic. It is based on the recognition, this thesis, from the study of publication laws on compulsory education textbook, draws lessons from experiences of foreign countries. More to the point, it probes into the present problems of supervision on compulsory education textbook publication and puts forward some tentative methods and ideas, so as to provide theoretical references for its research and reform.The thesis is divided into five parts. The first part is introduction. The author tries to make the reader understand the significance of research on publication laws of compulsory education textbook through the analysis of social phenomenon and the study status of supervision on present textbook publishing.The second part thoroughly discusses the definition, features and functions of the compulsory education textbook publication and educes the importance of regulating the textbook publishing and its great effect on the national development and construction.The third part makes a study of regulatory process of education textbook publishing in Japan, which is also one of civil law countries as China. In comparison, it may clearly learn the current regulatory approach in China, that is, authorized system for the stage of examination and approval, licensing system of printing and business operations for copy stage, and the administrative contract system for the publishing stage.The fourth part is mainly to indicate the defects of supervision system on compulsory education textbook publishing and the cause description. Thus it can draw public attention that without changing the status quo, there would be serious consequences. In conclusion the author made an appeal and make bold hypothesis to attempt to puts forward the effective solutions or measures to the reform of the regulatory of compulsory education textbook publishing from the aspects of legislation, accountability, policy making and lawmaking.
