With the great development of high-speed railway in China, the investment and financing mode of high-speed railway also has innovative reform, PPP could adjust to huge quantity of funds, long payback period of the project, semi-public and semi-economic. As for China, the application of PPP in high-speed railway is very limited, at the same time PPP still remains theory stage and focuses on allocation of risk.This thesis put forward the probability of PPP about high-speed railway in China, with the features of high-speed railway and foreign investment and financing mode about high-speed railway. On the basis of definition of PPP revenue content, indirect economic benefits were included in integrated revenue, integrated revenue was the sum of direct economic benefits and indirect economic benefits; next the research about how to share revenue have centered around model of Virtual Enterprise Dynamic Alliance, with the help of dynamic game theory, for government and other external investors, this thesis analyzed revenue distribution model under complete information and incomplete information, the result of model could be the revenue distribution. At last based on the financial data of SHITAI high-speed railway, the revenue distribution was analyzed.At the initial stage of investment and financing mode reform about high-speed railway, it is positive that this thesis researched revenue distribution of PPP.
