The morden administrative reformation, with the goal of the construction of service-oriented government, is essentially a process of institutional change. It is not only includes the change of formal institutions, but also the informals ones which perform as the culture traditions, ideology, customary practices, ethics, values and so on. However, the informal institutions have a strong path and delayed-action tendency and can’t change suddenly just as the formals do, which will put the entire institutional change into a plight of "path dependence". Therefore, in the construction of service-oriented government, we must attach much importance to the informal institutions and promote a mutual coordination and common development between formals and informals. Basing on revealing the informal demands of the service-oriented government, this paper doesn’t only analyze the informal plight faced by government, but also tries to make out of a direction of the recommendations and the practice of logic.
