Rural labor force change is a historical process, the change transfer is affected by many factors, the land factor is one of the important factors. Rural land is considered basic survival of farmers and agricultural sustainable development fundamentals, from the reform and opening up China's rural household contract responsibility system has been pursuing land, has been nearly three decades of history, There were some remarkable changes also cause confusion and lingering institutional determination process. Because there own shortcomings contract responsibility system, during which the country is constantly adjust and improve, but things are always moving forward, while the rural economy, agricultural production and farmers' ideology is also rising, Farmers rely on the land the gains can not meet their needs, a lot of labor to non-agricultural industries with high income. In rural labor transfer process, due to the social security system, such as land transfer system is imperfect, so that the transfer of rural land and labor produces a conflict, there have been some new problems to be solved. The author based on the development of rural land and labor history, combined with a rural Hebei Province Qinghe County, the actual investigation, from land use, institutional design, social and economic development, labor analysis, explore the rural land change impacts on labor. Firstly, on the basis of the concept definition, system and use of land, labor supply and demand in rural areas, and the existing system of man-land relationship were analyzed, obtained the land stressful conditions due to economic reasons, social reason, traditional habits, both land and labor are not fully rational use, there is a certain degree of waste, so that we can not help but worry about how to coordinate the relationship between rural land and labor is an important issue worthy of our attention. I combine with a general geographic environment, typical agricultural production, ample policy environment, relatively well-developed secondary and tertiary industries Xiaotun the empirical analysis, the rural land system requires further overcome their own shortcomings, and in accordance with the actual needs of the establishment of new system, flexibility of rural land and labor management, I believe that the establishment of village committees in rural land circulation and mediated form of labor is more effective, the village has to understand the specific advantage of the situation, of course, also need to legal aid system.
