Currently, to solve the problem of urban traffic management, both developed and developing countries, are building their own electronic police system. As electronic police system as intelligent transportation systems (Intelligent Transport System, referred to as ITS), an important part of it to create a strong deterrent to promote the drivers dare not illegal, while ensuring the safety, reducing the labor intensity of police and also the liberation of a large number of police for the handling of other emergencies. Therefore, the establishment of an efficient electronic system in the traffic order, the police play a vital role management, urban traffic management is one important symbol of modernization.This article first studies deeply on electronic police system, introduces electronic police working principle, system structure and function in detail . This paper provides an electronic police application platform which is based on web service technology. Compared with the traditional electronic police systems, this platform exhibits high performance, easy expansion, and relatively stable characteristics, which makes up the traditional system deficiency of low performance and low stability.This paper presents a web service based framework for electronic police system, and the system design in detail. Electronic structure composed of two police officers: front-end capture system and database. Front-end modules to the node for the electronic police system management and maintenance is relatively simple, and the independence of each module node high, system reliability, easy to expand; the system makes full use of all equipment, software and hardware resources, improve system performance, ensure image quality, expands the application range. Background database applies Oracle database, because Oracle has powerful function, and deals with data faster than SQL Server database. Meanwhile, according to electronic police system architecture, the hardware requirements are proposed.Traditional large-scale electronic police system operating mode is centered on a main server, the access terminal through the network will be illegal to identify the information uploaded to the server computing and storage. In the data collection process, resulting in a large number of difficult and timely processing of data, including image data and ancillary data, they occupy a lot of network resources and server resources。Based on the idea reducing information storage space, this paper proposes a policy model, and gives the corresponding optimized update process. The policy model physically deleted unnecessary view by the policy module, combined with EV algorithm.
