Toxic chemicals belong to dangerous chemicals category. It is an important function for the public security organ to manage the security of toxic chemicals. At this time, terrorism is the serious threat to the peaceful world. Serious public suffers could be expected if toxic chemicals are misused in terrorist activities by lawless crowd. For such, it is of great importance to enhance the management of toxic chemicals security. Along with the brisk development of chemical and pharmaceutical sectors, the variety and amount of toxic chemicals are increasing as raw materials and reagents, and this increases the supervision difficulty as well. The defects of the traditional management model are visible as below.1. It is difficult to control the basic data for the frequent variation of related enterprises and their responsible personnel;2. In-situ supervision is poor and the authorization review for daily purchase is very time-consuming;3. The flow record of toxic chemicals is not suitable to control the dynamic data. Therefore, the traditional management model is no longer suitable for the updated situations. In order to secure the security of toxic chemicals, we innovatively build up the information management system of toxic chemicals for local enterprises. The system integrated the advanced computer information technology. It is the architecture aiming at service based on Java EE. It is developed through JAVA and runs in WEB choosing three frames such as struts, spring and hibernate. The system includes two ports, the enterprise user and the security organ user, which are safely connected through VPN based on internet web. After the practical running of the system, it is concluded that the information management is a helpful supplement for the traditional management by solving the problems in it. The information management system has made great contribution to reliable toxic chemicals management and the improvement of public security organ. As society progresses, the prosperous vision could be anticipated for information technology to be extensively applied in dangerous chemicals management.
