In recent years, along with the social economy and the rapid development of modern communication technology, Automotive and transportation industry developed steeply, How to do a good job in city traffic management has become increasingly concerned about people’s livelihood. As the experts and scholars in the field of research, has a license plate automatic recognition function of the intelligent transportation system (ITS) entered the line of sight of people, The system was born to fill the city traffic management automation gap, soon being applied to various aspects of traffic management. The emergence of new technologies has its immature side, for example, in a complex environment (such as rain and snow weather or The light is not sufficient) still have more difficulties. Therefore scholars in this field of research is still continuing, The license plate recognition technology still has very deep practical significance.The integrated system is used to recognize the license plate automatically and establish a relative database for statistical analysis, so early warning message can be provided.This combination of intelligent transportation system construction, Brief results are as follows:Firstly, a license plate image pre-processing method has been proposed, including illumination compensation, graying, wavelet denoising, Sobel edge detection operator. Based on this methods, the plate has been exacted from the car using geometric and texture features.Secondly, Character Segmentation. Effective separation of characters was achieved by using perpendicular projection method.Thirdly, Character Recognition recognition rate is relatively low for the single template matching and neural network. In this paper, Recognition rate of license plate characters was enhanced and the improved recognition algorithm was realized by using the technology of dynamically linked database.Lastly, In this paper, The integrated intellectual traffic supervision system could provide policy decision basis for management agency to solve the traffic problems. The accuracy of the plate recognition arithmetic can meet the function demand of the traffic supervision integrated system in practical project application, and act efiectively.
