In the contexts of the knowledge-based economy, the technological innovation and the global integration wave, with the gradual deepening of the reform of the domestic electricity market, the electricity enterprises are facing the impact of various aspects. For their survival and development, these enterprises must be maintained strong core competitiveness. Strengthening human resources management is the source of the core competitiveness of these enterprises. Establishing an efficient salary system is the key point to enhance the level of the overall management of human resources. Therefore, these enterprises should understand their own deficiencies, take corresponding measures, draw up the long human resource planning from a strategic height, be attention to human resources training and development and establish the scientific salary system. So, their core competitiveness will be enhanced.The salary system of Huludao rural electric power department was studied in this paper. This article was divided into six parts. The first part was Introduction Chapter. The background, meaning, purpose of the research and the research Status of the salary theory at home and abroad were introduced in this part. The second part of the article was the related salary system theory. The concept of the salary was defined. The composition and the role of the salary were introduced. Then, the purpose, the basic types of the structure of, the principles, as well as the basic steps of the salary system designing was discussed. The third part introduced the situation and the salary system of the Huludao rural electric power department. The problems of the salary system were analyzed in this part. According to the situation of Huludao rural electric power department, the salary system was re-designed in the fourth part. The fifth part was the salary system’s pre-evaluation. The sixth part was the conclusion and prospects. By studying the salary system of Huludao rural electric power department, this article was aimed to solve the problems of its salary system in the past and provide references for the similar state-owned enterprises. The main methods used in this paper were normative theory analysis, interviews, and document analysis.
