With the rapid development of the social economy, the environmental pollution often happens in domestic. The degree of the destroy which becomes much deeper and wider, does harm to the people’s daily life. How to prevent the environmental pollution from happening? How to treat the environmental pollution in time and accurately? How to decrease the harm which the environmental pollution brought? We should think and find an effective way to solve these problems in the field of the environmental protection.Based on the environmental pollution emergency disposal expert system, a fundamental system design instructed by systematic science technologies for the disposal of environmental pollution emergency is presented, which also integrates multi-technologies coming from information technology, computer science, and environment management science. Practice and principles in software engineering are also applied in this design according to the analysis on characteristics of pollution accidents and user cases. As key technologies in the system, the dissertation introduced ES and GIS, and their superiorities in the development of the system. And then, it discussed the technologies about integration of GIS and environmental arithmetic models. The whole system is divided into seven management subsystems: dangerous goods, potential pollution sources, monitor facilities, monitor staff, monitor cases, counter plan and pollution analysis. Each of subsystems is given a detail description. It meets the need for massive graphic data analysis and data processing, automating the management for pollution emergency disposal, and significantly improving work efficiency. By playing a great role in the disposal of pollution emergency, it will make remarkable social and economic benefits.
