With the deepening of economic globalization and increasing of international competition, business environment is undergoing complicated and profound changes. Focusing on core business needs of organizations to promote scientific research and application results for the company’s main business development, research unit of Chinese oil companies provides a strong technical support in company development process. As a fundamental safeguard of company’s profitability and value creation capabilities, scientific research institutes to establish a complete performance management system to improve human resources management. As a basis of the implementation of incentives of company, Performance management is the core of human resources management .and through effective performance management to maximize the employee’s initiative, in order to achieve the highest performance level individuals and promote overall performance of company on the rise.This paper, studying on J research Institute, deeply discusses the performance management thinking and tools for performance management and comparatively analyses the performance appraisal method. On this basis, the status of human resources and performance management were analyzed. A feasibility design has been made in various aspects of performance management, including performance plan, implementation of performance, performance evaluation, performance feedback and communication, application of performance results, and eventually a scientific and complete performance management system was formed. Researchers’working features and performance forms, key performance indicators,quantitative assessment methods of scientific research performance, as well as performance management safeguard measures have been discussed in detail.Through the establishment of incentive-driven performance management system to continuously enhance the scientific researchers’satisfaction for enterprises and their responsibility and mission of work, in order to ensure completion of research tasks. This system, playing a practical guide for improvement of internal management, research performance as well as core competencies, will be beneficial for long-term development of company and conductive to strategic goals.
