The rapid development of stainless steel industry in Jiangmen has formed a large-scale industrial cluster in recent years and has become the local pillar industry. However, there are such problems as low technology level and added-value. lack of self-own brands and independent intellectual property rights in this industry, which severely constrain the structure optimization and upgrading of Jiangmen stainless steel industry. Therefore, it is significant to explore how to use the cluster development model to breakthrough the "large and comprehensive" and "small and comprehensive" traditional development model, and to research how to change the OEM processing of Jiangmen stainless steel industry through industrial structure optimization.On the basis of studying the theory of industrial structure optimization and upgrading as well as industrial clusters, this paper discusses the internal and external mechanisms of Jiangmen stainless steel industrial structure optimization and upgrading. At the same time, Analyze the role of industrial clusters to industrial structure upgrading, research the industrial pattern, regional characteristics and operation mode of the stainless steel industrial clusters in Jiangsu. Shandong and Guangdong, and study the characteristics, development direction, economic scales, developing stages of the six specialized towns in stainless steel industry in Guangdong province, and apply diamond model to analyze the competiveness of Jiangmen stainless steel industrial clusters, providing references for the development of Jiangmen stainless steel industry.Based on the qualitative analysis of Jiangmen stainless steel industry by using the theory of industrial structure optimization and industry cluster, set an input-output indicators system with the principle of industrial structure optimization theory to obtain the objective of environmental friendly, economic growth maximization and full employment, and appraise the scale merit of Jiangmen stainless steel industry by using DEA model.Finally, make quantitative analysis of Jiangmen stainless steel industrial structure upgrading outcome. The paper builds indicator system from the three aspects as industrial structure supererogation, industrial structure rationalization and industrial financial operation, and appraises the general performance of Jiangmen stainless steel industry upgrading by using FAHP. Analyze the current situation, the challenges and opportunities, the merits and demerits of Jiangmen stainless steel industrial structure, put forward the measures and suggestions of industrial structure optimization and upgrading, and provide scientific evidence to promote Jiangmen stainless steel industrial structure optimization and upgrading.
