Our country is a public crisis -prone countries . And the natural conditions of our country , of which the specific historical , economic stage of development is closely related . China is in a critical period of economic transition and social transformation . When a country or region in U.S. $ per capita GDP1000 stage often is easy economic imbalance , social disorder easy psychological easy imbalances , social ethics need to adjust the critical period of reconstruction , but also the social crisis -prone period . How to more effectively deal with the crisis , to improve the efficiency of the government's handling of the crisis , the impact of the crisis to a minimum , it is a need to study the pressing problems . Government emergency response organizations performance evaluation index system research in academia is still in its infancy , the emergency organization is a temporary organization , the organization 's performance evaluation has been relatively vague and did not receive attention , however, directly as a crisis intervention agency , the organization has a wealth of resources, the effectiveness of the use of resources and how to use the least resources to solve most problems , improve efficiency, and to reduce the losses of the crisis on people's lives and property of our research to the purpose of the performance indicator system of government emergency team . Firstly, in - depth analysis of the characteristics of the emergency department of our government performance evaluation index system research progress , followed by the characteristics of the application and refinement of performance theory - the performance prism model , so the government emergency organization adapt to establish a government emergency performance evaluation index system , the organization consists of five levels : people are satisfied with layer processing target layer , ability to execute layer , layer of organizational capacity , the contribution of non-governmental organizations layer , a total of five -level indicators , 15 secondary indicators , seventeen three indicators . Finally , the empirical study of performance evaluation index system of government under an environmental safety crisis emergency organizations , through the practical application of the theoretical results demonstrated the feasibility and scientific of the performance evaluation index system .
