Research on the Status of Selecting Cadres of Department of Information Industry of Guizhou Province and Countermeasures

The 17th National Congress of the Communist Party of China has mentioned how to reform the personnel system for cadre. It is namely concluded as four words: democracy, publicity, competency and excellence. The democracy means most of people should know how to select a cadre, and have right to vote and supervise. The publicity means we should set up the diaphaneity in the selection of personnel cadres, and let it operate in the sun. The competency insists that survival of the fittest, the outstanding people will be found by this way. The excellence means the best of examinees will be appointed with many challenge to exert their talent. The personnel reform is a complex mission, it needs to be innovated and deepened constantly. This project deeply analyzed the personnel status since the department of information industry was found in 2001. The progress is visible through the endeavor of the staff. However, there are still many problems to be improved. For instance, the shortage of democracy, the lack of scientific assessment and competitive measurement, the insufficiency of superintend, etc. According to our department function, a few suggestions and countermeasures were described in the coming dissertation. The main content was covered as below: How to establish a standard for enlarging the department democracy. How to improve the personnel measurement for enlarging the department democracy? How to increase the competency for the selection of leaders and mangers? How to reform the supervision for the selection of leaders and mangers? How to boost the organizing department with efficiency improvement? The target of reform was to improve the function of information industry in Guizhou’s economic construction by the correct personnel system.
