As state-owned enterprise in China grow with modern enterprise changes, decisions tend to be made by a team of top management instead of individuals. Therefore, enterprises are in urgent need to construct a Top Management Team to adapt to organization changes and they expect to make essential breakthroughs accordingly. This dissertation takes SDWJ as the research object and discusses the construction of a Top Management Team to adapt to organization changes by collecting, summarizing and analyzing the company’s diary and meeting minutes, carrying out questionnaires and interviews, and combining the theory of Top Management Teams and organization changes. Moreover, this dissertation raised some measures for the construction of Top Management Teams while considering the construction difficult, and provides a mechanism for continuous scale control, process control, and effect evaluation and improvement. What’s more, this dissertation draws a conclusion that the reasonable arrangement of a property rights system, the clear definition of roles, and good team recognition are the basic elements affecting the construction of a Top Management Team. In particular, this document points out that the smooth inheritance and innovativeness of a Top Management Team can be improved and the company can thus well adapt to market competition and gain smooth development if the members of its Top Management Team share partial property rights of the company and become a stakeholder of the company, if the members gain better recognition of the team, and if clear roles are defined for the members.This paper also discusses some important factors that may directly affect the construction of a Top Management Team, including the correlation of team members, the team structure, and the mechanisms for information sharing and motivation. These factors will ensure the inheritance and innovativeness of a Top Management Team, promote the successful selection of team members, team construction and team decision-making, and further improve the company’s adaptability to market competition, so as to drive the fast, stable and sustainable development of the company.
