State Owned Enterprise (hereafter abbr. as SOE) is the pillar of Chinese national economy and has experienced rounds of revolutions and adjustments. Currently, SOEs are in good development trends and the essay focuses on how to formulate a series of strategic performance management systems to increase the HR management level and further improve enterprise’ core competitiveness.The essay firstly gives a brief introduction of the current situation of SOE’s performance management and then makes an analysis on SIIC Company concerning its operational strategy and HR environment.Followed, the essay focuses mostly on the innovational practice of Strategic Performance Management System of SIIC Company.
