Performance management is an effective way of fulfilling the enterprise’s strategic goals and also the core component of human resource management. Through establishing performance objectives, and conducting continuous performance communication and improvement, performance management plays a role as a driving force in the realization of the enterprise’s goals.L Company is a dominant operator in the communication market of Leshan, Sichuan, which takes the responsibility in providing fundamental communication services for urban and suburban inhabitants of Leshan. Setting L Company as the research subject, applying the relevant theories of performance management, and taking the market features, strategic goals and current management situations of the company into consideration, this essay designs a new performance management system for L according to the analysis.This essay emphasizes the following aspects on research method:1. The Integration of the theory and practice. During the process of redesigning performance management system, the market features and actual management situation of L Company are fully considered in this essay. A special design is conducted based on modern performance management theories.2. Systematization. During the process of redesign, some key stages of performance management such as plan, implementation, appraisal, feedback, improvement and result application are considered in this essay. On the basis of these considerations, a standard work process is designed to divide corporate strategic objectives into department performance objectives and employee performance objectives, which unites every stage of performance management.3. Practicality. Both management habit and staff acceptance are elaborately taken into concern in this essay, and the author innovates and adjusts the appraisal indexes and appraisal tools partially according to the concrete situation of L in order to put this system into effect more smoothly and obtain more profit.This thesis has been divided into four parts exclusive of the preface and the tag. In Chapter One the essay introduces the basic information of L, including the brief situation, the organization structure and human resource condition, and then analyzes the external environment of the company. Chapter Two is the analysis of the problem existing in the current performance management, which is the evidence supporting our new design which is essential. In Chapter Three the author gives the new design for the performance management system of L, and of course it is the core part of this thesis. The essay starts with the principle, thought, framework, process and organization of the new design, and then it divides the strategic goals into department goals, and further into staff goals. Finally, the author gives the process of performance management including plan, implementation, appraisal, feedback, improvement and result application, forming an integrated L model performance management system. At last, we give the conclusion of the new system, which also concludes the merits and the disadvantages.
