With the computer network technology rapidly growing in the world, the library mode of operation is increasingly digital. As China’s digital reference service is still in the initial stage, it is become difficult in content and form for the traditional reference services to meet the user’s need that more and more professional, personalized, diversified knowledge-based information. With the construction and development of digital libraries, traditional libraryreference services urgently need to be extended to the Web virtual space from real space, digital reference services came into being, the fastest and the best way to obtain high-quality library resources. The digital reference systems established include: FAQ automatic subsystem, manual handling issues and information retrieval subsystems supporting subsystems three parts. Combination of these three subsystems can ease the repetitive, simple problem to answer the heavy labor, automatically identify the user frequently asked questions, support counseling staff to answer user questions. The system of scientific digital reference service system is established to provide targeted, personalized, hierarchical nature of digital reference services, extend its depth and breadth. Combined with the theory and artificial intelligence techniques, with the natural language analysis, the words expressed by the concept of semantics, the readers’questions are processed and retrieved in the semantic understanding for the accurate answers. The real time dynamic FAQ is achieved with the existing means to fundamentally optimize traditional FAQ systems. The existing means are given some intelligent advice that E-MAIL, QQ, Web Form, etc. Robot automatic duty is achieved.Currently, there is not an enterprise-class digital reference system in Jilin Province, especially the authors’ unit. The domestic and international literatures on the subject are consulted and the domestic and foreign successful experiences are analyzed. A new digital reference service system is designed, based on the unit actual conditions that fully tap the potential of existing resources, hoping to provide a "normal" route build on this basis.
