As global climates continuous to deteriorate, urban typhoons, rainstorms and other natural disasters increase in frequency. Urban flood control and disaster mitigation issues, which are related to the people’s safety and property and the implement of the sustainable development, have become increasingly noteworthy. And with the rapid expansion of urbanization, these problems will be more obvious in the future. The flood disaster events occurred frequently in big cities of many countries, which caused the urban flood problem being concerned internationally. Therefore, the research on the problem of urban rainstorm waterlogging becomes very important to enhance the ability of forecasting and warning urban rainstorm waterlogging and to provide the policy-makers with scientific theoretical basis when taking measures for flood prevention and mitigation.In this paper, based on introducing the USA urban Storm Water Management Model (SWMM), the method and application for using GIS technology to simulate and forecast the urban storm water are studied. The related work about urban storm waterlogging forecasting is firstly summarized, and the application of GIS and SWMM in the study process is systematically expounded. Secondly, the basic information and application situation of SWMM are introduced, including model classification, basic theory, data demanding, the model superiority and so on. Next, the method of simulating and forecasting have been elaborated, the integration frame of GIS and SWMM is proposed, a new method of sub-watershed partition is suggested, and the method to realize the dynamic visualization of rising and descending water depth on the ground is studied, using OSGGIS technology through reading the result of SWMM with DEM data,3D building data etc. Finally, the method is applied in SZ city based on the theory of urban storm waterlogging forecasting.The results show that the application of GIS and RS technology in the process of calculating can extremely improve the efficiency of calculation and the precision of its results. The 3D dynamic simulation realized by integrating GIS technology and SWMM offers a kind of prediction method with more direct-viewing and effective characteristics, which can be applied to establish flood-mitigation measures.
