Research on the Reform of Collective Forestry Property System in Liuba County, Shaanxi Province

The reform of collective forestry property system plays an important part in rural economic system.Awell-foundedcollective forestry property system significantly affects the development of forestry and socio-economic. For a long time, due to ambiguous forestry property rights and obsolete system, collective forestry suffers from the shortage of investment, inadequate resource utilization and low efficiency. The reform of collective forestry property system includes clarifying the property, reducing taxes, allowing flexibility management and regulating the circulation. These measures significantly improve the forestry productivity and construct the new socialist rural. Therefore, the research on the reform of collective forestry property system is meaningful and valuable.In this paper, all the research was based on the reform of collective forestry property system in Liuba county. According to the Property Theory,New Institutional Economicsaswell as the current laws and regulations, this paper summarized the institutional change theory and analyzed the shortage of the collective forestry property system in Liuba county. Based on the typical area’s investigation, this paper investigated the problems of the collective forestry property system since 2009. Furthermore, some measuresand policy advice were conducted to improve the reform of collective forestry property system in Liuba county.
