The common county-level civil servants from country government is an important component among national civil servants which is a fundamental administrative area for the whole national socioeconomic development as well as the intermediate between the central government、provincial governments、regional governments and town governments、villages. This thesis aims to explore an effective incentive mechanism which not only can arouse civil servants’working enthusiasm and improve the overall quality, but also can optimize for human resources at the grassroots level and further advance the grass-root governments’administrative efficiency.Incentive is an important function of civil servant system which makes an overall effect on performance and vigor of administrative organization. At present the study on incentive mechanism for civil servants is imperfect which is still in the macroscopic view, with this macroscopic incentive mechanism it is hard to motivate civil servants at the grassroots level which leads to less working enthusiasm and initiative.This thesis researched to the common civil servants and incentive mechanism of District W City K as object, firstly reviewed related incentive theories and researches, and then investigated the common civil servants’ political motivation positive factors、demand and evaluation of incentive measures through the questionnaire survey method in District W City K. Based on the survey questionnaire data research, revealed the problems of common civil servants’ incentive mechanism in salary system training systems、promotion system、assessment system、discipline and supervision system in District W City K. The reason for disadvantages of common civil servants’incentive mechanism is analyzed from six aspects, namely, ignoring civil servants’hypothesis of economy man lack of efficiency guide in salary system lack of pertinence in training systems、lack of competition in promotion system、lack of operability in assessment system、lack of tighter enforcement in discipline and supervision system. On this basis, combining related theories and literature, learning incentive experience from developed countries, the thesis puts forward remedial measures for common civil servants’incentive mechanism:help civil servants to set development planning for career; establish reasonable salary system; improve people oriented training system; build scientific promotion system; optimize for assessment system focusing on real achievements; reinforce the momentum to punish negative incentive; attach great importance to cultural relics effects for incentive.By means of improving common civil servants’ incentive mechanism and enhancing the motivated degrees in District W City K, The potential of civil servants’can be greatly developed, enthusiasm and initiative can be vastly stimulated, the improvement on incentive mechanism can protect the civil servants’ legitimate rights and propel reform and development of District W.
