Since 1960th century when Schultz created the human capital theory, it has been widely recognized that, as well as physical capital, human capital is also an important and necessary element which is very meaningful for the growth of corporations and the production. In view of the role of human capital on economic growth has become increasingly prominent, the great attention is gradually paid to the research on human capital. Scholars both at home and abroad have implemented plenty of investigation and discussion on this issue, including measurement methods, the risk of depreciation, and the approach of appreciation. However, most of the studies about human capital have more concerned about human capital issues in private sectors such as corporations, and much less cared for the issues of theories and measurement in public institutions. As we have known, Public institutions are mostly responsible for the supply of public products and services.
