The Jiayu population urbanization

Urbanization is the process that, non-agricultural population convert into agricultural population, rural population convert into urban population.It is the product when social and economic developed to a certain stage. China is experiencing the world’s largest ever transfer of farmers to the urban citizen with the world’s fastest speed.30 years of reform and opening up, China’s population urbanization rate of 17.9% in 1978 increased to 49.7%in 2010 (as at 0:00 on November 1st,2010, the total population of mainland China is 1,339 million, of which the urban population has reached 666 million),30-year increased of 31.8 percentage points. Urbanization has not only brought large-scale infrastructure and investment in urban housing needs, and large-scale transfer of rural population and lifestyle changes also created a huge consumer demand, continued rapid growth of China’s strong economic momentum. Accelerating the urbanization process is the most effective way to optimize the current structure of urban and rural areas, to expand domestic demand,and also an important part to speed up the transformation of economic development.Before the reform and opening up, based on the household registration system, urban and rural areas were divided into dual society. Traditional economic development strategy was to make the social structure of urbanization lags behind much of the economic industrialization. Urban residents and rural residents differ much in employment, welfare, income levels and public services. The course of development since the reform, is to correct the traditional development strategy, the compensatory increase the level of urbanization process, but also through the market mechanism and the development strategy to continue to break the dual structure and achieve the integration of social structure. International experience shows that in the stage of rapid development of urbanization, if you do not attach importance to harmony between urban and rural areas, although the level of urbanization may significantly improve on, but it may also cause a series of adverse consequences. China in recent years of practice, if we do not attach importance to the coordinated development of urban and rural areas, rapid urbanization will also have some adverse social and economic consequences. It is in this context, the solution to China long-standing "three rural" issue and breaking the urban-rural dual structure, has become a necessary requirement the promotion of sustainable economic development and social harmony and stability.China’s efforts to promote urban and rural towns of the rural population, co-ordination to resolve the population issues is an inevitable trend and the inevitable choice.In recent years, Jiayu is accelerating urban and rural development, full implementation of the "five with",that is,the land compensation for the transfer and growth characteristic agriculture combined, stable income of farmers; accelerate industrial agglomeration and development park with more than one area, farmers expand employment; active land stock and lay a solid basis for urban and rural areas combined, speed up the three concentration; Category Development Resources and Tourism with the new county building, in situ conversion of farmers; implementation of the land remediation and new rural construction, improve the rural environment. Strongly promote the integration of urban and rural construction, speed up the urbanization of population.The paper analyed current situation of population urbanization in JiaYu County,proposed the strategic choice-urban and rural integration, and made a conclusion: (1) improve the existing infrastructure of small towns and urban functions in Jiayu, expanding urban development, and promote factors of production aggregate to small towns; (2) to develop the leading industry in towns, to form the development pattern of population transfer based on industrial development; (3) actively develop small cities and towns (Center Village) to drive the process of population urbanization. This study is of great significance to the promotion of Jiayu County population urbanization healthy and stable development, resolve urban-rural dual structure, and accelerate the transformation of economic development.
