With the social economy , the continuous development of science and technology , the growing global automotive holdings , increasing congestion of city roads , wasting a lot of travel time , but also caused a huge load to the road environment , a growing number of countries have begun to pay attention to traffic intelligent monitoring and management . In intelligent transportation systems , video surveillance is a very intuitive and effective method of monitoring personnel can view real-time traffic conditions in the various sections of keeping the necessary video images , post - analysis and tracking . Currently on the market most of the video surveillance system is a real-time video via a wired network for transmission and then playback , limited the scope of the laying of the cable lines , the monitoring range of the type of video surveillance system is limited , not suitable for remote monitoring , installation costs need to arrange personnel on duty , not autonomous intelligent analysis and judgment , there are many defects . In this thesis, 3G wireless communications technology , video compression technology , image processing , artificial intelligence technology in the intelligent traffic monitoring system into the design of intelligent traffic video surveillance system based on 3G network . System including the front-end video capture part of the three parts of the 3G wireless network transmission part and terminal surveillance management platform using H.264 compression standard for video compression and decompression , image processing system of the uncompressed image using Visual C and OpenCV programming language structures . Video capture of real-time traffic vehicles through 3G wireless network transmission on the PC to receive , unpack and image processing , and final terminal interface , real-time play , vehicle identification , vehicle tracking , set the rules of the road , the vehicle violation judgment , storage violations pictures, alarm response functions to achieve the purpose of the intelligent traffic monitoring . The system is easy to install , unmonitored location, time limit , save manpower , low operating cost advantage , and has broad application prospects , is a new development model of intelligent traffic monitoring system .
