The degree of Quality Curriculum’s development has become one of the important signs in measurement of the success of our nation’s Web-based Education. The construction level of Quality Curriculum as a platform to provide network services and channels of education, has drawn increasingly attention from all circles. Seen from a public administrative perspective, to make Quality Curriculum websites become an excellent provider of Web-based Education can not do without a systematic, comprehensive and effective performance evaluation system. Taking the Balance Score Card theory as the contact point, this dissertation attempts to build the performance evaluation index system of the Quality Curriculum websites.Primarily, it defines the concepts involved in the article-" Quality Curriculum" and " performance evaluation" and then elaborates the basic idea of public management theory and Balance Scorecard theory, which lays a theoretical foundation for the article.Secondly, it states the design idea of Balance Scorecard in Quality Curriculum websites, investigates the feasibility of applying the Balance Scorecard in Quality Curriculum websites. Integrating the actual location of these sites and development, it re-rationalizes the logical relationship between the four dimensions of changing the original dimensions to the learners, internal business processes, learning and growth, and construction resources. And it then establishes the Balance Scorecard framework and strategy map of Quality Curriculum websites,, which lays the foundation of index system construction.Finally, it constructs the performance index system of Quality Curriculum websites based on the Balance Scorecard. Taking the above analysis as foundation, drawing the existing research results, based on the selection principles and methods of index, it selects the proper evaluation index of various dimensions, determines the weight, finally establishes the Quality Curriculum websites index system based on the Balanced Scorecard.The innovation of this dissertation is introducing the performance management tool-Balanced Scorecard, which has already widely used in the private sector and public sector, into the performance evaluation area of Web-based Education. It theoretically demonstrates the feasibility of this idea, designs the Balanced Scorecard model of Quality Curriculum websites, and selects the key index on this basis, constructs a performance evaluation index system based on the Balanced Scorecard.The construction of this system can solve the problems of without a clear in purpose and a strong effectiveness in current assessment of the Web-based Education and not obvious in logical relationship between indexes to some extent, also it can promote the Web-based Education performance improvement at the strategic level, and the socialization process of colleges online education.
