In Era of knowledge economy, intense competition mainly in scientific and technological innovation There are Intellectual property rights, R & D contributed to the growing social and economic. Innovation system in universities is an important part.the function are teaching, research, community service tasks, technological innovation on regional economic development plays an important role in promoting.In the second part it defines innovation specifically referring to the technological innovation, according to Schumpeter’s theory of technological innovation and new developments in the regional innovation system theory. From the GDP, industrial structure, investment in fixed assets, social employment numbers, the whole society R & D input in personnel and funding point of view, It describes the national regional economy and the relationship between scientific and technological innovation. And it takes University in Hunan as an example, describing the relationship between Hunan technological innovation and capabilities of economic.In the third part we have application of factor analysis, empirical measurement and validation of the science and technology innovation of Hunan economic growth. First, to build a scientific and technological innovation ability evaluation index system, through the exploratory factor analysis on the model and retrograde reconstruction, we use a confirmatory factor analysis, goodness of fit dimensions CFI close to 1, a high degree of fit can be obtained SEM model of path dependence. Finally, the Granger test, a relatively high degree of extraction of relevant R & D expenditures for universities as the dependent variable, the use of Cobb - Douglas function and the Solow residual method, it measures out the science and technology innovation to Economic Growth in the contribution rate, when universities invest 1% of each R & D funding, it boosts 6.2% economic growth in Hunan.Finally, on the basis of the empirical analysis, we find the problem between scientific technology innovation and regional economic development status, and proposed the corresponding countermeasures and suggestions.
