At present, as social changes and the college reform, college counselors team appear many problems such as on-the-job think job-transfer, flow speed and unreasonable structure. It seriously restrict the sustainable development of college counselors and go against the political work of college students. Push forward the construction of college counselors professionalization is a kind of important solutions.This study mainly use the theory of strategic management, the theory of people management, learning organization theory, career management theory and theory of new public service, carry on the investigation and study through the questionnaire and the interview to 196 college counselors professionalism construction situation. Based on the statistics and analysis, we identify the problems of college counselors professionalization and the causes of these problems, they mainly concentrate in the policy carries out does not arrive, the ideological recognition deviation, the post responsibility not to be clear about, instructor own quality to wait for enhancing, the inspection appraisal system not science, the management mechanism not perfectly and so on. Then this paper analyze the existence question reason, such as the government policy is imperfect, supervisory mechanism is flaw, investment safeguard is insufficiency; The university organization and safeguard is not perfectly, the related policy is not explicit, the outlet is not unimpeded, the fundamental research is not thorough; The counselors vocational planning lacks the scientific nature, the professional quality is not high, the professional ability is not strong and so on.Learn from the Professional Counselors construction experience in the United States, Britain and Hong Kong, combined with China’s national conditions, we propose the strategic prospect of the professionalizing of college counselor. Core strategy:three main rules of the professionalizing of college counselor including unitary, optimizational. scientifically; authorizing strategy:government should decentralization, establish practice standards for professional college counselors; sustain strategy:construct system of the professionalizing of college counselor. Inspire strategy:whole inspire institution for college counselor from select to distribution; individual strategy:the planning of college counselor professional development. These conclusion provide the valuable reference for college development and public administration to clear about the college counselor construction goal, to formula the college counselor construction plan, to strengthen the college counselor construction, as well as for the college counselor own scientific progress.
