Since the past thirty years of reform and open-up, the historic achievements obtained by the reform and development of our country’s vocational education, have been the important bases to promote economic development mode change, build modern industrial system, improve the livelihood of people, push the urbanization process, construct a nation of powerful education and participate in international economic competition. Our country is now in the medium term of industrialization, in order to realize the transform from the human resources powers to great powers, we mainly rely on vocational education. Whether the vocational education could take on such an important historic mission largely depends on the overall quality of the teacher’s team. At present, the number of teachers with double skilled quality in secondary vocational education is low; the low quality has become the bottleneck which limits the development of secondary vocational education. The problem of secondary vocational education is particularly prominent, we should continuously explore the management mode of building the teacher’s team with double skilled quality in secondary vocational schools. This article introduces the modern project management system and method, take the Polymer material processing major of Shenyang Chemical Industry School for example, discusses how to apply the theory of Project management to the practice of building the teacher’s team with double skilled quality, to make it more efficient, and scientific, and achieve the goal of increasing the quantity of teachers with double skilled quality and improving its quality.The article analyses the connotation of building the teacher’s team with double skilled quality, from the present situation and existing problems and its causes of building the teacher’s team with double skilled quality of the whole country and even in Shenyang city, analysing the necessity of the project management of building the teacher’s team with double skilled quality.Applying the basic methods of Project management, take the building of the teacher’s team with double skilled quality in Shenyang chemical industry school for example, analysing the process and content of applying the methods and tools of Project management to the project management of building the teacher’s team with double skilled quality, mainly introduce the application of the tools, such as WBS and project plan, and show the practical examples. Analysing probable problems of the project management of building the teacher’s team with double skilled quality , such as the contradiction with daily management and other projects, and put forward the countermeasures.In the researching methods, according to the principles of scientific, pragmatism, innovation and feasibility, through the methods of data access, investigation and the comparative study, this article analyze the present situation and existing problems of building the teacher’s team with double skilled quality. At the same time, based on the latest knowledge system of the project management and the concrete practice in Shenyang chemical industry school, starting from two aspects of theory and practice respectively, putting into from multiple levels such as management and education, etc., this article makes new exploration in theory and new prolongation in practice.
