With the development of society, college students began to diversify, this higher challenge of university teachers, especially in the first-line counselor teachers. In the context of this kind of education, the quality of teacher education college counselors gradually been referred to the agenda. On the other hand, investment in human capital theory in the growing popularity of college management gradual deepening research on human capital investment, through investment in human capital to improve the quality of education for the college counselors become important issues of the university management. This study on the basis of the literature review and the open-ended questionnaire, combined with expert advice to build a theoretical model of the quality of education in college counselors, and collect the appropriate entry form college counselor education quality of the pre-trial questionnaire. Exploratory factor analysis to determine the quality of education in counselor items; internal consistency reliability, split-half reliability questionnaire entries for the indicators identified Scale reliability; and test the content validity of the questionnaire and construct validity, determine the questionnaire can be implemented. This study selected 500 formal questionnaire Surveying, probing the composition of the quality factors of counselor education and counselor education quality and human capital investment relationship. The results show that: (1) the College Counselors quality of education is a multi-level, multi-dimensional structure, the the exogenous sex education quality and the endogeneity of the quality of education can be divided into two factors. The former contains two dimensions of professional knowledge and expertise, which includes ethics, personality traits, Liberal literacy in three dimensions. (2) prepared pursuant to the theoretical conception of the qualities of the counselor education college counselor education quality questionnaire split-half reliability, internal consistency reliability, content validity, structural validity of the letter, the validity of indicators and questionnaire structure fit are better, the questionnaire can be a suitable tool for measuring the quality of education in college counselors. (3) the quality of education college counselors exist significant gender and regional differences. The women scored significantly higher on the expertise male score; female external nature on the quality of education factor score significantly higher than men. Big city college counselors quality of education who scored significantly higher than the score of small and medium-sized cities. (4) human capital investment exist between the various factors and college counselors quality of education was significantly related to related closely degrees from largest to smallest: restraint and incentive mechanisms, the flow of talent, health care investment.
