Research on Sustainable Development of Liaoning Province on the Basis of Ecological Footprint Model

Sustainable development is a new concept of development, morality and civilization. It’s a development theory which based on the protection of environment and natural resources and on the condition that stimulating the economic development and aims at improving the quality of human life. How to measuring sustainable development is a frontier issue now, many researchers around the world have done a great deal of researches and establish multiple index systems. Ecological Footprint Analysis is a new method for measuring a country or an area’s sustainable development.This paper calculates the ecological footprints and ecological capacity of Liaoning Province from 1998 to 2007 by the Ecological Footprint model, then contrast and analysis on the ten years’ecological sustainability. And does a quantitative analysis on the sustainability of economic development combining with the index of million GDP ecological footprint, ecological tension index (ETI), ecological footprint index (EFI), ecological coordination index (DS), ecological footprint diversity index(H)and the eco-economic development index.The results showed that: on the one hand, with the rapid development of economic, people’s requirements for the ecological environment are getting more and more, the per capita ecological footprint increasing gradually, which increased from 2.4975 hm~2 in 1998 to 3.7366 hm~2 in 2007, and the ecological deficit increased from 1.9413 hm~2 in 1998 to 3.1676 hm~2, and it has far exceeded the ecological environment capacity; on the other hand, the million GDP ecological footprint has increased from 2.63 hm~2 in 1998 to 1.43 hm~2 in 2007, and the index C increased from 2.23 to 3.06, which indicates TH the use of nature resources is gonging up with the improving of science and technology, but the ecological footprint diversity index H decreased from 0.91 to 0.82 during the ten years, which shows that the economic development of Liaoning Province is at the cost of ecological diversity.The order of the impact factors of ecological footprint of Liaoning Province is fossil land> arable land> pasture> forest>waters >build-up areas. The rate of fossil energy consumption among all the factors is 68% or above and it is increasing gradually, the result shows Liaoning Province’s economic development highly dependent on the consumption of fossil energy.According to the calculation and analysis, this paper points out some suggestions about the economic development of Liaoning Province: the rational use of land resources, protecting arable land, optimizing the use of natural resources, enhancing the rates of resource utilization efficiency, reducing the waste emissions, adopting cleaner production, developing the cyclic economy, tightening up the legal system, improving policies and measures, raising population quality and changing the people’s consumption patterns.
