In the times of economic globalization, modern enterprises are in the ever-changing business environment, facing more challenges and opportunities. In this case, enterprises can only make development purposes, objectives and decision strategies suitable for their own development, in order to ensure the continuous evolvement.In the activities of formulating and implementing the strategies of enterprises, the human resource has become the core resources for the development of enterprises. There is no doubt that training is the most effective way to activate the internal human resources, and fully exploit the potential of staffs. Training is the important way for enterprises to enhance the competitiveness of human resources, and is the constant motivation to promote their development.The harsh reality of enterprises and employees has put forward higher requirements. For the employees themselves, organizational training is the important way to acquire knowledge in addition to their own learning. While the staffs have a strong power due to the realization of self value, and have the urgent desire and requirement about the training, it is very necessary for the enterprises to construct an effective employee training system. The reasonable construction of staff training system consequently becomes to the guarantee of the realization of enterprises goals.For enterprise training, it is an important job to improve staff training system. The training system is the frame structure for completing all the training duties, and is part of the enterprise organization; but it can be a relatively independent small organization of a closed loop circulation.As one of the large state-owned enterprises, the staff training system of Petrochemical Corporation still residues of the era of the planned economy brand, and staff training is not truly working for the enterprise strategies. There are many problems in the process of training system, such as formality, not consistent with enterprise development strategies, and single mechanical training mode. In this paper, on the basis of the modern enterprise human resources staff training theory, combined with the author’s study of the MBA theoretical knowledge and practical experience, it is introduced of the industry environment and the development of the enterprise in recent years. Integrating the training theories of learning organization and people oriented management, taking the goals of the YQ Petrochemical Company development and enterprises strategic needs as the core, it is optimized of the existing training system, summed up the main measures of the training mechanism, and highlighted the practicability and maneuverability on the foundation of much investigation. This paper tries to play a positive role in the work of the state-owned enterprise staff training.
