Disadvantages of performance appraisal methods typically applied by means of finance are gradually exposed since the market has kept changing and developing. To improve the scientificity and veracity of enterprise performance appraisal, the methods of performance appraisal are also reformed all the time. Balanced scorecard considering both financial criterion and non-financial criterion can help the company build more scientific performance appraisal criterion system and overcome the one-sideness and short-term of finance based performance appraisal methods.The situation of performance appraisal in JS Group was analyzed, taking balanced scorecard as the main line. In spite of the problems of performance appraisal in JS Group, the balanced scorecard performance appraisal criterion system was researched based on the reference to existing theories. The basic situation of JS Group and the problems in current performance appraisal for the Group was introduced when designing the performance appraisal system. After the analyze of the necessity and feasibility of applying balanced scorecard to JS Group, criterion systems of balanced scorecard were separately built in levels of company, department and staff. They based on the strategy program of JS Group.The weights of criterion system were also made with level analyzing. How to fix the balance criterion in the level of department and staff was also discussed, taking Produce and Technology Department as an example. In the end, the implement and safeguards of performance appraisal system for JS group based on balanced scorecard were introduced. The introduction analyzed implementation steps, discussed the evaluation for the performance appraisal results, appraisal interviews and result feedback, improvement for the performance appraisal system, execution of the results and proposed effective safeguards for the implement of performance appraisal system at last.The research of performance appraisal criterion system for.IS Group based on balanced scorecard has certain direct significance and also theory significance for guiding to build and conduct the enterprise performance appraisal system.
